Final-form Regulations for Metal and Plastic Parts Surface Coatings Published in PA Bulletin

The final-form rulemaking notice was published in the October 22, 2016 Pennsylvania Bulletin. The new regulations are effective upon publication in the Pennsylvania Bulletin.

The final rulemaking amends Chapter 129 to limit emissions of VOCs from miscellaneous metal parts surface coating processes, miscellaneous plastic parts surface coating processes and pleasure craft surface coatings as well as automotive/transportation and business machine plastic parts surface coatings and motor vehicle materials surface coatings.  The final rulemaking applies to the owner or operator of a miscellaneous metal part surface coating process, miscellaneous plastic part surface coating process, or both, that is not regulated elsewhere in Chapter 129.

Owners and operators of these facilities will be required to comply with VOC emission standards by January 1, 2017.  Depending on  emisison levels, facilities may be required to implement VOC emission reduction measures, work practice standards and recordkeeping requirements.  New or additional permits or permit amendments may be required.
