Pennsylvania DEP Launches “Permit Navigator” Tool to Streamline Project Planning

Written on . Posted in , .

On October 9, the Pennsylvania Department of Environmental Protection introduced the Permit Navigator, a new digital resource designed to help businesses determine potential environmental permitting requirements. Navigating state regulations can be a complex initial hurdle for small businesses planning facility expansions, operational changes, or new construction. This online tool aims to increase transparency and deliver consistent, easy-to-understand compliance information early in the project development phase.

The Permit Navigator simplifies the preliminary research process by asking users three fundamental questions:

  • Where is the project located?

  • Is the project residential, agricultural, or industrial?

  • What activities will be part of the project?

By analyzing these inputs, the system generates a tailored overview of the DEP permits and environmental standards that may apply. This allows business owners to anticipate regulatory obligations and factor compliance into their timelines and budgets well before breaking ground.

The Permit Navigator joins a growing suite of resources recently launched by the Shapiro Administration to modernize the state’s regulatory process. This includes the SPEED program to accelerate permit reviews, the PAyback system to provide refunds when reviews are overdue, and a Permit Tracker to let applicants monitor their permit’s progress in real-time.

While these tools are valuable assets for project scoping and tracking, they do not provide a final determination of permit applicability, nor do they address local municipal approvals. Small businesses must still complete the formal DEP application processes and proactively contact their local municipalities to secure necessary zoning and local permits.

For free, confidential assistance interpreting the Permit Navigator results or navigating the subsequent application processes, businesses can contact the Environmental Management Assistance Program (EMAP) for specialized guidance.
